Mr Gaurav Keerthi

Deputy Chief Executive, Cyber Security Agency of Singapore

BG Gaurav Keerthi joined the Singapore Armed Forces in 1998 and was a helicopter pilot in the Republic of Singapore Air Force. BG Gaurav held a diverse range of senior command and staff appointments in MINDEF/SAF and the RSAF over his 20-year career. As the Head of Joint Plans and Transformation, he developed the concepts for the Next Gen SAF, which emphasised digital defence. In his final tour, he was the Commander Air Defence and Operations Command, where he oversaw the networked operations and cyber defence for the RSAF. He was concurrently the first Chief Innovation Officer in the RSAF, where he led the organisation-wide digitalisation effort and cultural change. BG Gaurav is a member of the Singapore Administrative Service and served in the Ministry of Trade and Industry from 2008 to 2010 (and was part of the Global Financial Crisis recovery team). He was the Assistant Chief Executive in CSA before his current appointment. As DCE (Development), CSA, he oversees the cybersecurity capability and ecosystem development to help keep Singapore’s cyberspace safe and secure.

BG Gaurav was awarded the SAF Overseas Scholarship and graduated from Stanford University in 2002. He was awarded the SAF Post-Graduate Scholarship and Lee Kuan Yew Scholarship and graduated with a Master’s in Public Administration from Harvard University in 2014, where he received the Littauer Award.

 

Outside work, he enjoys reading, jogging, playing guitar, and programming. He was an active volunteer in the debate community, where he helmed the national association. He has founded numerous non-profit digital start-ups, and leads the national “TechForGood” non-profit volunteer-run organisation.

 

BG Gaurav is married and has one son.

In her past career she occupied the position of Senior Vice President-Risk Management at MetLife, Inc., Executive Vice President & Chief Risk Officer at M&T Bank Corp. Chief Risk Officer & Executive Vice President of Hudson City Bancorp, Inc. and Chief Risk Officer & Executive Vice President of Hudson City Savings Bank, Inc. (both are subsidiaries of M&T Bank Corp.) and Treasurer of PineBridge Investments LLC.

Tracey A. Dedrick received an undergraduate degree from the University of Minnesota.

Koh Suat Hong

Deputy Director, Technology Engineering Personal Data Protection Commission (PDPC)

Koh Suat Hong is the Deputy Director of the Technology Engineering division at the Personal Data Protection Commission (PDPC). The key initiatives under Technology Engineering include providing guidance to industry in technology implementation to comply with the Personal Data Protection Act and conducting technology investigations and assessments in data breach cases.


Suat Hong has over 18 years of experience in industry development, product development and project management in ICT industry. Suat Hong’s past experience includes developing industry programmes to accelerate the growth of technology startups. Her past portfolio also includes being the project lead in driving NFC mobile payment in the former Infocomm Media Development Authority (IMDA), managing multi-million dollar projects in the Defence and telecom sectors.


Suat Hong holds an Honours degree in Electrical and Electronic Engineering from the National University of Singapore.

Joshua McCloud is the lead for cybersecurity strategic country engagement
and consulting in Cisco's Security & Trust Organization (STO) for ASEAN.
STO is responsible for protecting Cisco’s enterprise business operations,
ensuring the security and integrity of Cisco’s products and services, and
collaborating with governments, industry, and standards bodies to strengthen
national cybersecurity posture. Joshua works with government cybersecurity
agencies, critical industry sectors, and large enterprise organizations to
improve cybersecurity effectiveness in alignment with organizational and
business goals.


Joshua has worked for over 20 years in the public and private sector
environment supporting customers in Asia, the US, Europe, Middle East, and
Africa. Joshua has deep expertise in the areas of cybersecurity,
architectural methodologies and frameworks, and software defined
networking. He is a speaker at industry events, has published numerous
articles, and co-authored the book ‘SAP on the Cloud’.

Anthony Grieco leads the Trust Transformation Office and is responsible for ensuring Cisco and its customers embed security, trust, data protection and privacy in to future strategies, solutions, and business models.


Under his leadership, Cisco has built strong partnerships with customers, governments, and partners globally to enable business growth and transformation by accelerating the use of trusted technology, development and implementation of secure processes, policies and culture.


Anthony’s organization is also responsible for instigating and incubating future challenges and opportunities in cybersecurity and privacy. Risk governance, next generation architectures, as well as working with the larger vendor ecosystem, are all efforts focused on ensuring security, trust, data protection and privacy – and core to the future success of digital business.


Anthony has made multiple contributions to industry standards through his time spent with working groups at the National Institute of Standards and Technology and the Communications, Security, Reliability, and Interoperability Council.
Over his 20 years at Cisco, Anthony has held a variety of leadership roles in development engineering, product management, marketing, and strategic planning. He is a trusted security advisor to industry, customers and startups worldwide.


Anthony lives in Raleigh, North Carolina with his wife and daughter.

Joe Weiss

Joe Weiss provides thought leadership to industry and government in the area of control system cyber security and optimized control system performance. He has provided support to domestic
and international utilities and other industrial companies. He prepared white papers on actual control system cyber incidents supporting NIST SP 800-53. He is supporting the NRC on the Regulatory Guide for nuclear plant cyber security. Mr. Weiss chairs the annual Control System Cyber Security Workshop and is an invited speaker to numerous cyber security and critical infrastructure events. He has co-authored a chapter on cyber security for Electric Power Substations Engineering as well as numerous articles. Mr. Weiss provided expert testimony to the October 17, 2007 House Homeland Security Subcommittee and provided control system cyber security recommendations to the Obama Administration. He has prepared a module for the IEEE Education Society. He is now a US Expert to IEC TC65 WG10.

Thian Chin is leading the Critical Information Infrastructure (CII) Division at the Cyber Security Agency of Singapore (CSA). The division is responsible for building the cyber resilience of the Nation’s essential services across 11 CII sectors covering government, utilities, transport and services clusters. His team works with sectoral regulators to strengthen the cyber resilience of CIIs, to promote confidence building measures and to deepen the public-private partnership between the government and CII stakeholders. Thian Chin also represents Singapore in International and regional cybersecurity forums where he shares his knowledge on CII protection and cybersecurity capability building.

Thian Chin has over 17 years of experience in Information & Technology governance, risk management, resilience and compliance, and Operational Technology cybersecurity. Prior to joining CSA in August 2015, he was responsible for the regional Technology Governance function in United Overseas Bank. He also led the Technology Risk function in GIC from 2008 – 2013. In his earlier years, he was a Manager and had led a team of auditors in Information Technology in Ernst & Young.

Thian Chin holds a Bachelor’s Degree in Computer Engineering from Nanyang Technological University and is an alumnus of the George C Marshall European Center for Security Studies. He is certified as a CGEIT, CRISC, CISM, CISSP, CISA and SABSA practitioner.

She previously worked at the Japanese Ministry of Defense before her MA at the Johns Hopkins School of Advanced International
Studies in Washington DC on Fulbright. She served on Japanese government's cybersecurity R&D policy committee between 2014 and 2018.

Mihoko is a prolific writer and has published articles from the Council on Foreign Relations, Lawfare, New America, the RUSI
Journal, etc. She published a book on cybersecurity, attackers, defenders, and cyber threat intelligence in Japanese from the
Shinchosha Publishing Co., Ltd in 2019. She has spoken at various engagements internationally such as RSA Conference 2018 and 2019
in San Francisco, the EU Cyber Forum 2019 in Brussels, and CyCon 2015 and 2019 in Tallinn, Estonia. She is Adjunct Fellow at the
Pacific Forum, Honolulu, and Associate Fellow at the Henry Jackson Society, London.

John Yong

Mr John Yong is Board member/Adjunct Professor/Advocate/Consultant/Advisor/Senior fellow to many enterprises, universities, associations and social enterprises, in Singapore, and the region.

 

He is a former Group Director, Infocomm Security Group, formerly known as Infocomm Development Authority of Singapore (IDA) currently known as GovTech. John holds a Masters in Computer Science from the University of Salford, United Kingdom.

 

He is a seasoned infocomm security professional who has dedicated his 40 year career to this field, both in the public and private sectors. He started his career with the Ministry of Defence since 1979, before joining the then National Computer Board in 1991 to head its IT Security Department. Thereafter, he moved to the private sector and worked for a number of Multi-National Corporations in various management and consulting roles. Prior to joining IDA, he served as Chief Security Advisor to a major Southeast Asian telecommunications group.

 

In recognition of his achievements and contributions, John received the International Data Group (IDG) ASEAN Chief Security Officer (CSO) Awards and honoured as one of the most outstanding Chief Security Officers in 2013.

Thomas Kok Chun Hong

Thomas has more than 28 years of experience in IT, and is currently the Head of Group Technology Information & Cyber Risk (TICR) for the OCBC Group, where he is responsible for driving group-wide risk governance and risk management activities relating to technology, information and cyber risk.  Prior to his current role, he has served in leadership positions in DBS Group, Credit Suisse AG, UOB Group and Citibank relating to the professions of IT Risk Management, Information Security, BCM and IT Management.  In 2018, he was recognised by the industry organisation (Institute of Banking & Finance) as IBF Fellow (Risk Management).

Mr. Chong Rong Hwa is the director leading the “Advanced Cyber Capabilities” division under GovTech “Cyber Security Group” (CSG). This division delivers advanced security testing as well as cybersecurity research and development, to strengthen cybersecurity defence within the Government sector.
 
Prior joining GovTech, he was the senior architect and senior manager of the FireEye Labs. He led the FireEye Labs research and engineering teams to combat against advanced threats, such as APT malware and zero-day vulnerability exploit.

Ang Leong Boon

Leong Boon is currently the Head of IT Security at NUS Information Technology, responsible for security
governance, risk management, security operations,incident response and user awareness across the entire University.


He has over 15 years of experience in information technology, with a keen focus in cybersecurity, primarily in incident handling. During his 10 years in NUS, he has led a number of investigations for major cybersecurity incidents, including an APT attack on
local universities in 2017. He has also conducted guest lectures in NUS, provided mentorship for startups with
the ICE71 Accelerate Programme and spoken at various security conferences.


Leong Boon is an alumnus of NUS, having graduated
with a Bachelor’s Degree in Computer Engineering. He was also the recipient of The Commendation Medal at the recent National Day Awards 2019.

Dr. Lee Hing Yan

Hing Yan LEE has over 30 years of ICT working experience in both the public and private sectors. He was global director of the STAR program at the Cloud Security Alliance (CSA) for 6 months in 2017.  Prior to that, he was Director of National Cloud Computing Office at Infocomm Development Authority (IDA) for 9+ years, where he was responsible for the national program for, inter alia, developing the cloud ecosystem, promoting cloud adoption by government agencies and private enterprises, and building a trusted environment (which included developing the Multi-Tier Cloud Security standards and Cloud Outage Incident Response guidelines).

He was previously Deputy Director of the National Grid Office at the Agency for Science, Technology & Research (A*STAR), Principal Scientist at the Institute for Infocomm Research (I2R), Director of Knowledge Lab and Deputy Director of Japan-Singapore Artificial Intelligence Centre at the Kent Ridge Digital Labs as well as Deputy Director at Information Technology Institute (the applied R&D arm of the National Computer Board). He oversaw and managed industry collaborations and applied R&D in machine language translation, spoken language dialogue, expert systems, knowledge discovery, data mining, data visualization, and other knowledge-driven efforts. He worked on projects with organizations such as Department of Statistics, National Archives of Singapore, Housing & Development Board, Defense Science & Technology Agency, Alta Vista, Amazon Web Services, Fujitsu, IBM, Hewlett-Packard, Microsoft, SingTel, and Platform Computing.

Hing Yan co-founded two high-tech companies - Language Tapestry and eXage.  He was an adjunct associate professor at the National University of Singapore, served on the School of Digital Media & Infocomm Technology Advisory Committee at the Singapore Polytechnic, Engineering Accreditation Board team member (2014), co-chair of the National Infocomm Competency Framework Technical Committee on Cloud Computing as well as member of the Cloud Computing Standards Coordinating Task Force of the Singapore Infocomm Standards Committee. He was also a member of the NatSteel Corporate R&D Advisory Panel, an advisor/member to the Singapore National Archives Board, and the Australia-Singapore Joint ICT Council.  Hing Yan is a Fellow and Vice President of the Cloud Chapter in the Singapore Computer Society.

He graduated from the University of Illinois at Urbana-Champaign with PhD and MS degrees in Computer Science.  He previously studied at Imperial College London in UK where he obtained a BSc (Eng.) with 1st Class Honours in Computing and MSc in Management Science.
